What Changed

1. Observatory Heatmap Blank 75% Fix (ISSUE-20260903-31):
   • In-memory ActivityEventBufferActor (5,000 events ring buffer, <1ms response).
   • Removed limit: 100 on /api/activity and added pre-aggregated /api/activity/heatmap endpoint.
   • Offloaded event parsing and bucketing to background thread via ObservatoryDataProcessor.
2. 2nd ChatGPT Pro Account & Delegation Headroom (ISSUE-20260903-30):
   • Discrete per-account quota meters for primary (cffb2bdc, 100%) and secondary (ee3f0a08, 1.0%).
   • Surfaces healthy delegation targets across spoke hosts (rdmpw3275m, rdmbair13m5, jdmbair13m5, rdmpw3265m).
3. Build 20 Features (FEAT-20260903-03 & FEAT-20260903-05):
   • Multi-level supervisor approval queue with SQLite persistence.
   • Real-time agent control surface and streaming telemetry.
