Resolved

• SEC-20260926-05: junk vault entry EGRESS_HMAC_SECRET_V1 (a Swift class name) moved out of ~/.secrets/global.env into ~/.secrets/archive. The RTTy publish gate is clean again, a negative control still blocks, and the ticket store committed the 2 tickets it had been holding back (2abcce6).
• Ticket-count "drop" 1469→1466: the 3 tickets had moved to closed/, which the commit job doesn't stage. Committed them (issues 6cfd933).
• ISSUE-20260925-19: rdmbair13m5 Notes has recovered (autopublish failed=0). A missing user TCC dir is normal on macOS 27.
• ISSUE-20260927-27: root suite fixed (tests f23111f). See the incident below.
• Bus: 55 HIGH controller messages replied to or acked, and the inbox is at 0. Sign-offs: RFC-20260926-03 approved; TASK-20260926-49 approved as warn-only first.
• Xcode 26.6 RTTy pin confirmed safe from dev_update's trash grace.

Incident (mine)

My runs of ~/dev/tests at 21:59–22:14 EDT made the PRD and portal generators rewrite 215 tracked files in ~45 repos and create 117 more. Everything was restored byte-exact from the 20:59 APFS snapshot, and all 215 tracked files matched git HEAD. The generated bytes are archived in ~/dev/_backups/prdgen-testrun-20260927/. Live-writing tests are now opt-in (FLEET_TESTS_LIVE_WRITES=1).
